Project SUCCESS is a resource center developed and managed by Public Consulting Group (PCG) in collaboration with the Indiana Department of Education. PCG provides industry-leading management consulting and technology to help public sector education, health, human services, and other government clients achieve their performance goals and better serve populations in need.
What We Do
PCG Education consulting solutions help schools, school districts, and state departments of education to promote student success, improve programs and processes, and optimize financial resources. Our technology solutions are used by educators to analyze and manage state and district data and student performance information. PCG Education solutions are supported by 25 years of management consulting experience and significant K-12 educational domain expertise. We provide educators with the tools and skills to use data to make effective instructional decisions.
Easy IEP – PCG has a statewide contract with the Indiana Department of education and nearly all districts utilize Indiana IEP system. This PCG product is a complete special education management solution which can help schools and districts quickly create and manage content-rich, Individualized Education Plans (IEPs) while meeting all state and federal requirements and reporting needs.
Medicaid Administrative Claiming (MAC) – PCG assists more than 90 districts in the state of Indiana with reimbursement from Medicaid for services provided by school staff.
Medicaid Fee For Service Billing (FFS) – PCG assists three Indiana districts with projects involving Centers for Medicare and Medicaid Services (CMS) and has built a proven national record of success in school-based Medicaid reimbursement services.

Amy Howie is a Special Education Subject Matter Expert (SME) at Public Consulting Group and Director of Project SUCCESS in Indiana. Amy is dedicated to being an enthusiastic and dynamic leader, fostering a lifelong love of learning. Prior to coming to PCG, Amy was a special education teacher for ten years, including experience at elementary and secondary levels and covering a range of disability areas and instructional settings including elementary, secondary and vocational education. For the past six years, Amy was assistant principal in two Indiana districts where she led efforts to improve instruction and increase achievement by developing and supporting special education programming; Response to Intervention initiatives; and Positive Behavioral Support programs. Additional areas of expertise include use of evidence-based instructional strategies, assessment and data analysis, special programming including s504 and ENL; parent and community involvement; and academic and behavioral interventions, specifically aimed at the secondary level. Amy has a Master’s Degree in Educational Administration and Supervision K-12 and a Bachelor’s Degree in Special Education.
Meredith Keedy-Merk is Field Associate for Project SUCCESS in Indiana. Prior to joining the Project Success team, Meredith was a special education teacher for seven years, including experience at elementary and secondary levels and covering a range of disability areas and instructional settings. During the 2014-2015 school year, Meredith was a dean of students and local special education director within a local district in Indiana. While a school administrator, Meredith led efforts to improve instruction and increase achievement by developing and supporting special education programming; Response to Intervention initiatives; and Positive Behavioral Support programs. Additional areas of expertise include school safety, crisis prevention and intervention and academic and behavioral interventions, specifically aimed at the primary level. Meredith has a Master’s Degree in Educational Administration and Supervision K-12 from Butler University and a Bachelor’s Degree in Special Education from the University of Evansville.
Ashley Quick is a Special Education Subject Matter Expert (SME) at Public Consulting Group and a field associate for Project SUCCESS in Indiana. Prior to coming to PCG, Ashley was a special education teacher for 10 years in the elementary setting. She collaborated with general education teachers to implement individualized education plans for students with high-incidence disabilities and designed behavior intervention plans and adapted academic curriculum for students with a wide range of abilities. Additional areas of expertise include data analysis and crisis prevention and intervention. Ashley also has three years of experience in higher education custom publishing with Pearson.
Mary Baker is a Project Specialist for Project SUCCESS in Indiana. Prior to coming to PCG, Mary served as an career and employment coach for adults. She is advocate for programs and services that improve educational opportunities for all students. She has over a decade of experience in higher education, K-12 assessment, training, and communications. While working as Assistant Director for the Office of Charter School Research at Ball State University, Mary coordinated academic growth assessments for charter schools throughout Indiana. She is active in promoting prevention of and raising awareness about sex trafficking and exploitation among parents, teachers, and healthcare workers. Mary is a graduate of Harvard University and holds a Master of Arts in Educational Psychology. She is a member of the policy council for Head Start in Anderson, Indiana. Additional areas of expertise include workforce development, business development, and trauma-informed care and services.
Heidi Brett Baker
Heidi Brett Baker is a Senior Associate, Special Education Subject Matter Expert at Public Consulting Group, and team member of Indiana’s Project SUCCESS. Prior to coming to PCG, Heidi was a special education director for several years. She has 30 years of experience at elementary, secondary, and post-secondary levels supporting a continuum of services for all disability areas and in various settings including elementary, secondary, vocational, and higher education. For several years, Heidi served as principal or instructional director in Indiana & Ohio districts. In her tenure, she created and conducted several professional development trainings on transition at the regional and state level. Heidi has provided training and consultation to teachers, schools and districts on transition processes, positive behavior supports, co teaching strategies, and behavior support programs for students with emotional disabilities. Heidi is completing her Doctorate in special education, completed a Master’s Degree in Educational Administration and Supervision K-12 and a Bachelor’s Degree in Special and General Education.
